Main Purpose of Job

This position directs the networkMaryland program within the Department of Information Technology. This position is responsible for the cost effective operation and oversight of the State's wide area network (networkMaryland), as well as relevant implementation and operational support of the national public safety wireless broadband network (FirstNet), perimeter security infrastructure, and the State's fiber optic and microwave backbones. The incumbent is responsible for developing, implementing and maintaining policies, procedures and standards as they relate to each area of responsibility; managing the engineering, implementation and operations; overseeing the actions of contractors, carriers and customers associated with each area of responsibility; and effectively managing and overseeing assigned resources. Incumbent serves as the subject matter expert and advisor to the State CIO and other executive branch agencies regarding statewide information technology infrastructure and support, and represents the Department in official matters related to information management and technology, specifically in the areas of data communication and telecommunication.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in information technology, engineering, computer science, or business administration from an accredited four-year college or university.

Experience: Five years of experience in a Network Operations Center or network engineering management position.  Three years of program management experience for an IT service delivery organization.

SELECTIVE QUALIFICATIONS

Three years of experience managing network engineering or network operations teams.

Two years of experience developing, and managing operating budgets.

DESIRED OR PREFERRED QUALIFICATIONS

Candidate should possess at least two years experience working with an IT Service Management system, and possess a working knowledge of Incident Management, Problem Management, Change Control, Asset Management, and Configuration Management.

Experience working for an ISP or other service provider with BGP and MPLS experience.

Candidate should possess a strong technical consulting/customer service background, as well as excellent oral, written, and presentation skills.
