Introduction
The Maryland Department of Commerce is seeking qualified applicants for the position of Procurement and Grants Specialist within the Office Administration and Technology.
**This position is limited to current Maryland State Government employees only**

Main Purpose of Job
POSITION DUTIES
Primary procurement responsibilities are to coordinate activities involved in procuring commodities and services for assigned divisions within the agency in accordance with required State procurement guidelines. Specifically, this position will process requisitions in the State’s Financial Management Information System (FMIS), monitor assigned statewide commodity/service contracts, conduct bid solicitations, assist with the implementation of Competitive Sealed Proposal procurements, process service/commodity contracts and update vendor information in FMIS. Within the area of grants administration, the incumbent will process grant requests in FMIS and monitor the activities of the agency’s Federal and Special State grants. Other responsibilities in this area include reviewing disbursement requests, obtaining required agency grant approvals, creating purchase orders, maintaining accurate hard/electronic files. Both job functions require strong collaborative relationships with agency personnel.
The selected employee will possess excellent interpersonal, written and oral communication skills and attention to detail. They should also have an ability to handle multiple, concurrent and high priority tasks in a timely manner. In addition, proficiency with Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software is required.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree from an accredited college or university, and
Experience: Three years of progressive experience in contract management and/or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with procurement laws, regulations and conditions.
Note:
1. Applicants may substitute additional experience as defined above on a year for year basis for the required education.
2. Applicants may substitute graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.
