DHMH, Office of the Deputy Secretary for Public Health Services, Baltimore MD

Main Purpose of Job

This position functions as the Administrator for the Deputy Secretary for Public Health Services (DSPHS). As such, this position serves as an agent of the Deputy Secretary and is responsible for providing organizational, administrative and policy support to the DSPHS. Through collaboration and coordination with the DSPHS, this position oversees, plans, directs, organizes and manages all day-to-day activities and operations in the Office of the Deputy Secretary for Public Health Services.

With the authority delegated to this position by the Deputy Secretary, this position manages daily operations for public health administrations.  This position coordinates and has knowledge of priority and routine issues within the department on behalf of the Deputy Secretary. This position manages the legislative liaisons and policy development activities of the public health organizations, and oversees relations with the local health departments (LHD). This position serves as the health reform coordinator and liaison to the Health Reform Council for Public Health Services Health Reform Team; represents the Deputy Secretary at meetings/activities of local, departmental, national/regional, state public health program/policy organizations; provides reports and presentations, as needed; represents the Deputy Secretary on mandated committees and/or workgroups; and, coordinates meetings and retreats.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university.

Experience:  Six years of experience in administrative staff or professional work to include three years of experience managing programs with public health content.  Two years of this experience must have involved the supervision of other employees.

Notes:  1. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have strong knowledge of DHMH operations and procedures and possess strong administrative, organizational and communication skills.
