Main Purpose of Job

This position functions as the supervisor of the Human Resources Operational Support Unit for the Cumberland region. This employee serves as a liaison between the Department of Public Safety and Correctional Services; Human Resources Services Division, institutional administrators and supervisors and the staff within these facilities on all human resources issues. This position requires the vast knowledge Federal, Maryland State, departmental and institutional rules, regulations and standards.

POSITION DUTIES

Supervision

Interview, select and train new staff;

Assign, review and critique work of two office staff to ensure efficient and accurate operation of the department;

Conduct staff meetings to disseminate information to staff, to provide training and to discuss issues and concerns;

Evaluate staff’s work performance and develop performance standards in accordance with the Performance Evaluation Program (PEP).

Impose disciplinary action if warranted and/or make recommendation for higher level action.

Review inter-departmental procedures and make appropriate changes to increase productivity and efficiency.

Administrative Duties

Review, advise, interpret and apply policy, procedures and regulations and ensure appropriate application of same by training of staff;

Present the Pre-Service Orientation Program to all new employees, on first day of employment;

Act as liaison between agency, public and public officials on personnel matters such as employment and promotional opportunities, benefits, salaries, Affirmative Action etc;

Counsel and render expert advice and direction to employees, supervisors, department heads and public regarding Human Resources matters such as employment opportunities, transfers, reinstatement, leave policies, job qualifications, Affirmative Action etc;

Provide guidance and assistance to an Appointing Authority in regard to disciplinary actions, Correctional Officer Bill of Rights (COBR), appeals etc. which includes the review of reports, investigations and the writing of Suspensions and terminations. Have the authority to settle issues prior to final hearing by Office of Administrative Hearings (OAH).

Research and prepare data for submission to the Fiscal Administrator such as turnover, staffing needs, salary rates, etc. for preparation of annual budget for this agency;

Draft and/or review all incoming/outgoing correspondence related to Human Resources activities

Ensure maintenance of Personnel/Medical/Confidential files for 1063 employees.

Review, direct and sign for the appointing authority personnel related transactions (i.e. Workday, promotions, reclasses, correspondence);

Maintains confidentiality for all HR related activities:

Recommends new or changes to existing HR related processes to obtain objectives of efficiency and accomplish goals and objectives;

May participate as a management representative in collective bargaining committee meetings with the appointing authority to discuss labor related issues.

 

Performs other related duties

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation. One year of this experience must include  supervising Human Resource generalist daily responsibilities for multiple locations.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee-employer relations, or test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience. In order to meet the above educational requirement an unofficial copy of your transcript must accompany your application or the coursework must be listed on your application.  

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education. For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. This evaluation must be submitted with your application.  

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred, not required:

Human Resource experience with a State of Maryland agency

Experience investigating, consulting and resolving employee relations issues

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
