Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually. 

Main Purpose of Job

This position examines and investigates the reporting and payment of premium taxes by approximately 1,500 insurance companies that are licensed in Maryland. This is done by applying the state’s premium tax law to company online filings and ensuring that all eligible companies file an annual return and make appropriate payments to the State of Maryland

POSITION DUTIES

This position will:

  • Perform audits of premium tax returns and other documents for accuracy and compliance with tax laws, rules and regulations as determined and under the guidance of the Associate Commissioner for Examination & Audit and the Premium Tax Unit supervisor.  Determine the accuracy of tax returns in terms of estimated tax payments made, premium reported, type of premium reported, and the determination of the company’s tax liability. 
  • Provide guidance to insurers on the proper completion of the tax returns.  Work with appropriate MIA fiscal staff and companies to correct tax reporting and payment errors.
  • Oversee files and records retention consistent with audit guidelines and the state’s records retention policies.
  • Perform quality checks of premium tax audits performed by other staff within the agency.
  • Prepare specialized reports daily, monthly and as required to provide information on company compliance, credit information, premium information and company tax liability.
  • Provide reports, as required, that monitor the progress with completion of tax return examinations to ensure that they are completed per deadlines established by the Associate Commissioner of Administration and Director of Fiscal Services.
  • Perform other responsibilities to support the agency’s Fiscal Division.

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited four year college or university.

Experience: None.

Note: Experience performing fiscal or audit related responsibilities can be substituted for the educational requirements on a year-for-year basis for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Proficiency in math skills and ability to do basic calculations using Excel.
  • Excellent written and verbal communication skills. 
  • Completion of upper level accounting courses.
