Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.  

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The MIA is recruiting for a Licensing Supervisor in the Compliance and Enforcement Division.  This position oversees the processing functions of the Producer Licensing Unit, which involves ensuring that daily deposits and all ACH transfers are reconciled, and managing the assignment, review, and resolution of the daily work flow for paper applications and service requests.  The position is also responsible for the review of certain license class transactions that are processed via the National Insurance Producer Registry (NIPR) Gateway.  The incumbent coordinates the approval/denial of transactions received from the MIA Enforcement Unit for both paper and online transactions; supervises functions related to title insurance license processing; coordinates the review of documents, bonds, and affidavits with the MIA Enforcement Unit; and provides updates to The Maryland Affordable Housing Trust (MAHT).  The position also assists with items related to title insurance courses and examinations assigned to the Property/Casualty Producer Licensing Advisory Board.

The Licensing Supervisor provides direct supervision of a Fiscal Licensing Specialist, Title Licensing Specialist, and Licensing Specialist.

 

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited four year college or university.  

Experience:  Minimum of five (5) years’ regulatory compliance and/or investigative work experience. 

Note: Experience as a law enforcement officer or investigative experience in the insurance industry may substitute on a year-for-year basis for the required education.
