Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.
 
The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms.  The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The MIA is seeking to hire an Assistant Director of Company Licensing in the Examination and Audit Division’s Company Licensing Unit.  This position is responsible for assisting the Director of Company Licensing in the supervision and registration of insurance related entities seeking to conduct business in Maryland and assisting in the collection of surplus lines premium receipts taxes imposed by Maryland.  

 

This position assists the Director with the issuance of initial and renewal Certificates of Authority to property and casualty insurers, life and health insurers, nonprofit health service plans, health maintenance organizations, provider-sponsored organizations, and dental plan organizations.  In addition, this position supervises the review of applications of managed care organizations to participate in the HealthChoice Program. This position assists the Director in overseeing the registrations of surplus lines insurers, motor clubs, rating and statistical organizations, workers compensation self-insurance groups, accredited reinsurers, reinsurance intermediaries, managing general agents, fronting reinsurers, pharmacy benefit managers, discount medical plans, discount drug plans, mechanical repair contract obligors and risk retention groups.  With regard to the licensing and registration of these regulated entities, this position also supervises the collection of related fees, penalties, fines and forfeitures.  The Assistant Director monitors the financial condition of the entities and takes appropriate regulatory action as required; and monitors statutory compliance of organizations holding a permit to issue charitable gift annuities.  This position also performs the Organizational Examinations of newly domestic insurance companies. 

 

The Assistant Director of Company Licensing is responsible for the supervision of three (3) Company Licensing staff.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor degree in accounting, business, finance or related field from an accredited college or university. 

Experience: Two years of experience in the insurance industry.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of insurance concepts and insurance company operations.
  • Previous supervisory or lead level responsibilities.
  • Previous experience performing financial analysis.
  • Previous experience performing financial examinations.
  • Strong verbal and written communication skills.
