Main Purpose of Job

A Community Health Outreach Worker I is the entry level of work providing health and disease prevention information to medically underserved populations in the community and assisting them in adopting healthy behaviors. This position functions in conjunction with the Center's Prevention Staff in establishing an education and outreach program within the county. This person will be highly visible in the public arena providing information and education on current substance abuse concerns in the county/state as well as conducting outreach across the county with collaborating agencies. Services such as substance abuse education will be done in home visits, public forums, focus groups and crisis stabilization units, early intervention visits in tandem with Center staff may occur when deemed appropriate and safe. This position works with individuals and families identified by the Department of Social Services as having a drug addicted infant, or are parents of a child in need of assistance, needy families receiving cash assistance, parents subject to arrearage in child support payments, and foster care children and their parents. Bilingual in English/Spanish is preferred.

MINIMUM QUALIFICATIONS

Education:    Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  None. 

NOTE:

1.  Experience providing assistance to individuals in a health care or social services setting may be substituted for the required education on a year-for-year basis.

2.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Health Services classifications or Health Services and specialty codes in the health related field of work on a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Bilingual in English/Spanish is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
