Main Purpose of Job

As a Regional Sanitarian, this position inspects milk and frozen dessert processors, manufactures, and distributors and evaluates and tests complex milk pasteurization systems and processes to verify compliance with Federal and State laws, regulations and policies governing milk safety and security in Maryland. Prescribed enforcement and routine sampling of milk, milk products, frozen desserts, water and containers is performed on a regular basis. This position conducts investigations, surveys and studies, and takes enforcement action against adulterated and misbranded milk, milk products and frozen desserts. This position serves as the regional consultant and program expert to other State and local authorities and to industry personnel.

As a Milk Rating Officer, this position is responsible for ensuring compliance with sanitary and quality standards of all dairy products, as well as their containers and closures, as required by Maryland's participation in the National Conference of Interstate Milk Shippers (NCIMS). This position, after meeting stringent FDA certification requirements, performs in depth audits or evaluations of dairy farms, milk plants, containers and closure manufactures, receiving transfer stations, and the State's dairy enforcement program, under the requirements, agreements, and policies set forth in the NCIMS and in the Department. The individual, in this role, provides training and consultation to staff and the industry personnel. This position explains and interprets dairy related laws, regulations and requirements to State and industry personnel, and serves as a communication link between the Federal regional milk safety specialist and the Division.

This position requires travel to, in, and around Baltimore, MD and Hagerstown, MD with a majority of the travel within Hagerstown and the surrounding areas. 

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Environmental Sanitarians under the certificate of eligibility requirements for Environmental Sanitarians.

Experience: Six years of environmental health work experience in the promotion, control, and maintenance of environmental health, two years of which must have involved direction of an environmental control project and/or supervision of positions performing environmental health work.

Note: 

1. Applicants may substitute a master’s degree in public health or environmental health sciences for one year of the required general experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Science field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Environmental Sanitarian from the Maryland State Board of Environmental Sanitarians. A photocopy of current registration must be attached to the application.

2. The licensure requirements are pursuant to Environmental Article, Title 11, COMAR 26.07.01 through 26.07.04. The Secretary of the Department of Budget and Management cannot accept any substitutions.
