Main Purpose of Job

The Interstate Compact on the Placement of Children (ICPC) and Interstate Compact on Adoption and Medical Assistance (ICAMA) Specialist provides DHR State Central Office administrative oversight of interstate placement and post-placement services for children placed across State lines into Maryland and from Maryland into other States in accordance with nationwide interstate compact laws and procedures in pursuit of timely permanent homes, and medical assistance (i.e., Medical Assistance) in finalized adoptive or guardianship (adoption subsidy or GAP susbsidy) homes (per Code of Maryland Regulations 07.02.11.28, Out-of-State Placement, Interstate Compact and Annotated Code of Maryland, Family Law §5-601 through 611 comprising the nationwide ICPC Compact, Articles I-X and Regulations I-XII, as well as the ICAMA Compact Articles and Regulations, Annotated Code, Family Law §5-4A-05).  The incumbent in this position works with the ICPC unit’s team at DHR Central in order to accomplish the Department of Human Resources (DHR), Social Services Administration interstate team’s work.

POSITION DUTIES

Reads, reviews, evaluates, processes, and advises on ICPC correspondence or referral materials regarding public and private agency ICPC home study referrals and ICAMA referrals to ensure that protections and services are provided to children who are proposed for placement across State lines; verifies compliance with required “sending agency” legal obligations under the Compacts; verifies compliance by reviewing and evaluating “sending agency” and later “receiving agency” documentation associated with each child’s ICPC and ICAMA referral such as:  

ICPC 100A forms or “contracts” for completion and accuracy;

Ensures that Shelter Care, Commitment, and/or Guardianship court orders or surrenders, relinquishments or consents are provided;

Ensures IV-E eligibility determination documentation is submitted;

Reviews for accuracy Medical/Financial plan statements;

Ensures needed social summaries/case histories, medical and educational diagnosed special needs documentation are provided;

Ensures that appropriate family assessments, evaluations or home studies and associated placement recommendations are completed; 

ICAMA 6.01 (and new 700 series via AAICAMA website referral) forms and adoption subsidy agreements, as well as IV-E eligible Guardianship Assistance Program (GAP) documents are submitted and in appropriate quantity); 

Reads, documents and corresponds on associated priority mail for these ICPC and ICAMA cases (i.e., overnight mail, Reg. #7 priority referrals, placement disruptions, Action Controls, urgent correspondence, etc.). 

Reads, reviews, evaluates, documents and corresponds (otherwise referred to as “processes”) regular mail (i.e., family assessment/evaluation/home study, ICPC 100A placement decision - approval/denial, quarterly progress reports, 100B forms confirming placement status, case status inquiries, etc.); provides authoritative interpretation, advices and consultation by telephone and correspondence regarding ICPC and ICAMA policies and procedures to public and private agency stakeholders, parents, relatives, etc.; reads and corresponds (i.e., “processes), DC Kin Referrals (emergency Kinship placements) and tracks through receipt of standard ICPC referrals from DC-ICPC; completes Monthly Workload Reports which account for the type and volume of ICPC and ICAMA work performed during the month; completes on-going training (MD CHESSIE Logon ID and password, reviewing NEICE materials) as needed and in response to changing laws, policies and procedures. 

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Education: Possession of a Master's degree in social work from an accredited college or university approved by the Council on Social Work Education.

Experience: Six (6) years of professional experience in a social work capacity in a public or private agency or institution, three (3) years of which must have been in administrative, supervisory or consultative capacity.

Notes:

1.  These requirements are established by the Social Services Administration by authority provided in Human Services §4-204 of the Annotated Code of Maryland and the Department of Budget and Management, Office of Personnel Services and Benefits, does not have authority to accept substitutions or equivalents.

2.  Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Two years of experience in managing a Child Welfare Program in a public/private Child Welfare agency.

2. Experience with MD CHESSIE, ICPC.net, and AAICAMA database.

3. Strong written and oral communication skills.

4. Ability to prioritize and multi-task effectively.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates filling positions in this classification must be licensed by the Board of Social Work Examiners.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties are required to possess a motor vehicle operator’s license valid in the State of Maryland.
