Main Purpose of Job

The Infectious Disease Surveillance and Outbreak Response Bureau in the Prevention and Health Promotion Administration (PHPA) has a mission to improve the health of Marylanders by reducing the transmission of infectious diseases, helping impacted persons live longer, healthier lives, and protecting individuals and communities from environmental health hazards. The Bureau works in partnership with local health departments, providers, community based organizations, and public and private sector agencies to provide public health leadership in the prevention, control, monitoring, and treatment of infectious diseases and environmental health hazards.

This position serves as a Surveillance Specialist in the Center for HIV Surveillance, Epidemiology and Evaluation in the Office of Infectious Disease Surveillance and Outbreak Response Bureau. The Center for HIV Surveillance, Epidemiology and Evaluation seeks to collect the information necessary to describe the HIV/AIDS epidemic in Maryland, to evaluate and improve the quality of the information collection activities, to analyze and report this information to policymakers and the community for HIV planning, and to evaluate the effectiveness of prevention and services programs targeting the HIV/AIDS epidemic.

This is a professional level, non-supervisory, position responsible for providing support to epidemiologists conducting scientific studies of the epidemiology of HIV to measure the impact on the peoples and institutions of Maryland. This is accomplished by conducting HIV surveillance in the Central Maryland Region in compliance with Maryland and CDC requirements for public health surveillance of HIV. Data collected are used in epidemiological analyses to guide planning for prevention programs and health services to respond to the HIV epidemic in Maryland.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory. A copy of your transcript must be attached or your courses must be listed on your application.

Experience: One year of post-master’s experience in statistical research.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
