Main Purpose of Job
The main purpose of this position is to supervise personnel responsible for the planning and execution of monitoring activities required for Total Maximum Daily Load (TMDL) model development, assess TMDL implementation on state-wide and watershed specific (i.e. Corsica River) scales, and assessment of specific BMP's. The activities noted above also include responsibilities for strategic plan development, standard operating procedures and work plan development, budget development and tracking, grant writing, and grant deliverables.
The position addresses significant SSA and Department wide initiatives of removing waters from the federal list of impaired waters through TMDL creation, TMDL implementation, and Best Management Practices (BMP) assessment. Supervised program are statewide in scope and bear directly on MDE's policies. The position represents SSA and MDE at local, regional, and national forums.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university including 30 credits in engineering or the biological, environmental or physical sciences.
Experience: Three years of experience supervising a professional staff or as a project supervisor in the field of the water pollution and water quality control.
Notes:
1. Additional experience in engineering, public administration or law as related to environmental health may be substituted on year-for- year basis for the required education.
2. Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.
3. Applicants may substitute one additional year of experience in engineering, public administration or law as related to environmental health for the 30 specialized academic credits.
4. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience in contract and annual report writing for federally funded projects;
- Public speaking experience to government officials or environmental groups;
- Familiar with data loggers, telemetry instrumentation, and automatic robotic samplers.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
