Introduction

The Department of Labor, Licensing and Regulation (DLLR) Office of General Services is accepting applications from candidates for the position of Painter.

Main Purpose of Job

The main purpose of this position is to serve as an integral member of the DLLR Maintenance Unit within the Office of General Services and is mainly responsible for preparing interior and exterior wall surfaces in preparation for painting and then applying paint to the surfaces. In addition, other maintenance tasks can be assigned to this position because DLLR is responsible for 323,000 square feet of property in seven buildings located from western Maryland to the eastern shore.

This position relates to the agency's mission in that it provides consistent and dependable support for DLLR employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to the following:

  • Repairs interior and exterior surfaces to be painted
  • Prepares surfaces by scraping, burning and using sand paper
  • Tapes, spackles and finishes dry wall
  • Cleans exterior surfaces of building
  • Identifies surface areas that require repair or refurbishing
  • Applies all types of paints and special coatings including oil based and latex primers
  • Estimates quantities of paint or material to be used
  • Mixes and blends colorants

Construct and demolish office areas and rebuild to specified requirements.  This work includes the following:

  • Lay out walls
  • Hang doors
  • Remove and replace resilient floor tile and carpet tiles
  • Install suspended ceilings

Participates and assists with other maintenance functions such as snow removal, plumbing, pest control, carpet and tile removal, floor tile replacement and lock replacement.

MINIMUM QUALIFICATIONS

Education: Completion of the eighth grade.

Experience: Four years of experience in painting work.

Notes

1. Additional painting experience may be substituted on a year-for-year basis for up to two years of the required education.

 2. A degree from an accredited vocational or technical high school with a concentration in painting may be substituted for up to three years of the required painting experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Painters, Construction and Maintenance classifications or Painters, Construction and Maintenance specialty codes in the Painting field of work on a year-for-year basis for the required experience.  

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may be have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
