Main Purpose of Job

This position's principal responsibility is the full performance level of work procuring commodities, services and information technology commodities and services and other needs, which must be obtained through the competitive or negotiated procurement process. This position develops bid documents and conducts the procurement projects and provides technical assistance and training for facilities and area offices staff involved in procurement activities within an assigned region. In furtherance of same, incumbent must at all times adhere to all applicable laws, regulations (COMAR Title 21), policies, procedures, Department requirements, and external agency standards or protocols. Enumerated areas are subject to internal and external audit (Legislative, DGS and DJS) for compliance, documentation and verification purposes. Incubent must complete duties in accordance with sound business practices inclusive of checks and balances designed to ensure faithful compliance with control processes. Any discrepancy, error, or omission must be immediately and effectively addressed and resolved.

POSITION DUTIES

Instructs Facility and Area Offices Managers in procurement bid requiremetns and monitoring.

Reviews and approves requisitions submitted in FMIS and determines appropriate procurement methods.

Determines the basis for awards including evaluation criteria.

Develops bid specifications including contract deliverables, payment methods, performance and acceptance

Conducts Pre-bid proposal conferences, site visits, schedules, discussions with eligible offerors and contract negotiations.

Examins bids/proposals and determines responsiveness.

Conducts debriefings of unsuccessful bidders/offerors as needed.

Prepares documentation for submission of bid documents and contracts to General Services, Budget and Management, and Board of Public Works.

Confers with the Director of Procurement Supervisor, Chief Financial, Assistant Attorney General regarding procurement questions and issues and gives guidance and direction to unit Procurement Specialist I.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- One year experience of creating spreadsheets with formulas in Excel

- One year of experience in FMIS software 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
