Main Purpose of Job

The primary purpose of this position is to ensure appropriate and consistent application of COMAR Title 21 Procurement Regulations and that the Department of Human Services' (DHS) Procurement Policies and Procedures are followed for implementation of DHS programs and services.

POSITION DUTIES

Reviews solicitations for substance, and accuracy of the information, and processes procurement transactions in order to assist all of the Departments' Central Administrations, and the 24 Local Departments' of Social Services (LDSS) with the implementation of their programs and services in accordance with COMAR Title 21 Regulations. Ensures the General Accounting Divisions' Corporate Purchasing Card Program policies and procedures are also followed. The incumbent in this position ensures that all documents are accurately completed and included in procurement packages; provides both internal and external customer services that meets or exceeds the standards set by the Department; advises and instructs programs on how to accurately prepare solicitations, contracts, contract amendments, contract renewals, Grant Agreements, Inter-Governmental/Inter-Agency Agreements, to include Memorandums of Agreement/Memorandums of Understanding. Provides assistance as well as guidance with Master Contract procurements: i.e., IT Consulting and Technical Services, IT Commercial Off-the Shelf Software, IT Hardware, etc.; initiates, processes, and approves requisitions and purchase orders; obtains best value contracts for DHS through the use of the competitive and non-competitive procurement processes. This position also utilizes the Advanced Purchasing and Inventory Control System (ADPICS) to ensure procurement transactions are processed accurately and timely.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree from an accredited college or university.

Experience: Two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute the following written certifications, obtained through passing an examination: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

4. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

The ideal candidate will possess the following:

1. Experience with government procurement laws, regulations and policies.

2. Experience with contract and specification writing techniques.

3. Experience using computers and appropriate software to prepare contracts, specifications and procurement documents.

4. Experience with using the Advanced Purchasing and Inventory Control System (ADPICS) portion of the Financial Management Information System (FMIS).

5. Experience with preparing accurate and complete contract and purchase order documents.

6. Experience with  conducting pre-bid/pre-proposal conferences and to explain procurement regulations and procedures.

7. Ability to work and complete necessary assignments under strict guidelines.

8. Ability to communicate effectively.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
