Main Purpose of Job

This position is responsible for the management and operation of the Recipient Eligibility Program's Master File which includes the Recipient On-Line, Long Term Care/Reconciliation Unit and Card Productions to ensure the provision of Medical Assistance benefits to eligible recipients. This position also assists in the development and implementation of new policies, regulations and procedures concerning Medical Assistance eligibility as mandated by Federal and State entitlement programs. Coordinate the development and testing of on-line processing for the Maryland Management Information System (MMIS), Client Automated Resource Eligibility System (CARES), Maryland Health Connection (MHC), Interim Database (IDB) interface. In addition, this position will coordinate with the Department of Human Resources (DHR), the local Department of Social Services, local Health Departments and the Maryland Health Connection (MHC) to resolve problems that effect Medical Assistance eligibility coverage and claims payment to providers.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: Four years of administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs. One year of this experience must have been in a medical assistance program.

Note: 1. Additional administrative or professional experience developing or applying policies and regulations in medical assistance, health insurance, federal or State entitlement programs or in a health or human service program may be substituted on a year-for-year basis for the required education.

2.  A Master's degree in the related field of work can be substituted for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Operational Analyst classifications or Health Services Management specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have a thorough knowledge and demonstrated application of Medical Assistance policies, regulations and guidelines.  The desired candidate will also have experience exercising discretion and independent judgement directly related to Medical Assistance Program data and situations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
