Main Purpose of Job
POSITION DUTIES
This position provides direct support for budgets within the Department by assisting in budget preparation, monitoring of budget status; providing budgetary analyses; approving purchases; responding to the Department of Budget and Management and the Department of Legislative Services requests; assisting in fiscal year closing; preparing budget amendments; and generally in all aspects of the budget and accounting needs for the agency.
The candidate will possess strong organizational, written and oral communications skills and be able to establish and maintain effective working relationships with co-workers, agency program staff and analysts at State control agencies. The ability to handle multiple, concurrent, high priority tasks is essential.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Three years of experience in budget preparation, presentation and execution.
Note:
1. Candidates may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for one year of required experience.
2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The selected candidate must possess working knowledge of the principles and practices of public administration, budgeting, and governmental accounting.
Knowledge of analytical procedures, techniques, and mathematical concepts used in developing and monitoring agency budgets.
Knowledge of the Maryland State operating budget and accounting processes and procedures.
Experience in interpreting and applying laws, rules, regulations and policies related to agency budgets.
Experience in applying various technical guidelines and methodologies in deciding among various alternatives for the resolution of budgetary issues.
Experience in organizing and presenting accurate and concise reports of findings, conclusions and recommendations related to budgets.
Skill in using computers and the software related to the formulation and administration of agency budgets.
Experience with the use of Maryland State accounting systems and the preparation of annual budget requests is highly preferred
