Main Purpose of Job

The position functions as a Computer Criminal Investigator for the DPSCS CCHU. The incumbent is responsible for completing the computer criminal checks for prospective agency employees, vendor contract employees, as well as all current DPSCS employees as mandated by the Federal Prison Rape Elimination Act (PREA). These criminal checks are reviewed by the Unit Director in order to determine an applicant's suitability for employment or continued employment with the agency.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Complete the comprehensive computer criminal investigations for all mandated applicants, DPSCS employees, DPSCS vendor contract applicants and employees.  This includes: Criminal record check through the use of the CJIS, Ident/Index System, NLETS, Meters (Omnixx Force), MVA and Court system files.  Credit check through Equifax.  Check of the RISSNET, GANGNET and Inmate phone systems.  Access the OCMS database for inmate contact/visitor/gang information.  Summarize the results of the investigation in standardized format for submission of the completed case to the Unit Director.
  • Assist the Unit in the Tenprint Fingerprint process using the LiveScan Fingerprint machine
  • Assist the Unit in the processing of applicants through the Web ID Fingerprint-Based Identification system
  • Respond to inquiries from other law enforcement agencies/entities with regard to background investigations which have been completed and are on file.  This task is completed with the approval of the Unit Director
  • Possible travel to Baltimore and Jessup Institutions, as well as the Eastern Shore of Maryland and/or to Western Maryland in order to participate in Web ID and/or Tenprint Fingerprint process

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience operating multipurpose, multi-tasking computer systems.

Notes: 1. Experience operating computer equipment for the purpose of data entry, word processing or maintaining information may be substituted on a year-for-year basis for the required education.

2. Fifteen credit hours in computer operation at an accredited college or university may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Computer System Operations classifications or Computer System Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • One year of experience in conducting background investigations and/or accessing computer criminal databases such as CJIS, METERS, MVA and JIS

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Valid Driver's License

EXAMINATION PROCESS

All persons who meet the minimum qualifications will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
