The Department of Housing and Community Development's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

This position manages the activities of the Single Family Real Estate Owned Properties by supervising real property appraisals, property damage assessments, and construction reviews of Real Estate Owned inventory. This position also reviews contract listing price recommendations for Real Estate Owned Committee review; reviews appraisals submitted by the agency's appraisers and outside agencies and appraisers; and oversees the management by private contractors that might affect the preservation, rehabilitation or renovation of single family housing properties owned by the agency to make them safe and ready for sale to the public. This position also monitors the Single Family delinquency reports for potential Real Estate Owned properties, and conducts inspections of potentially vacant or abandoned properties. The position operates with a great deal of autonomy, often making decisions regarding property viability and making market assumptions to support diligent management of state assets. This is the supervisor of the 4-5 member Real Estate Owned Group, a team unique to the Department of Housing and Community Development in its function to assume responsibility for preparing properties for sale. The properties are assets that accrue to the agency through foreclosure.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

Must be a Certified Residential Real Property Appraiser.

 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
