Main Purpose of Job

This position is responsible for leading the State's Disaster Recovery mission area and program and the State's Hazard Mitigation Program, which includes the development and implementation of policies, plans and projects that reduce or eliminate the risk of loss of life, injury and property damage associated with hazard events.

Responsibilities include administration of Federal mitigation grant programs and oversight of the Federally mandated mitigation planning initiative. This position is responsible for coordinating and leading the State's Recovery Support Function Leadership Group and ensuring that successful disaster recovery planning occurs at the State and local levels. This includes close coordination with the Maryland Voluntary Organizations Active in Disasters and the private sector.

This position operates within an on-call rotating schedule according to assignment within the State Emergency Operations Center (SEOC) to attend to all emergencies on a statewide 24/7 basis. The position also acts as a member of the Agency's leadership group.

Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Planning. 

Experience: Four years of experience in planning.

Candidates may substitute a Bachelor’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year of experience in planning for the required education.

 2. Candidates may substitute a Master’s degree from an accredited college or university in Planning for the required education and one year of the required experience.

3. Candidates may substitute a Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs and one additional year in planning for the required education for the required degree in Planning.

 4. Candidates may substitute an additional Master’s degree from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 5. Candidates may substitute a Ph.D. from an accredited college or university in Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, or Urban Affairs for one year of the required experience.

 6. Applicant may substitute a Ph.D. degree from an accredited college or university in Planning for the required education and two years of the required experience.

7. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect classifications or Logistics, Urban Planning, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor's Degree in Business Administration, Finance, Accounting, Homeland Security or Emergency Management, or other relevant field. 

Master of Business Administration (MBA), Master of Science in Finance (MSF), Master's in Accounting (MAcc) or other relevant graduate-level degree.

Experience managing federal grant programs, including monitoring federal grant-funded projects, specifically, 2 C.F.R. Part 200 compliance.

Experience developing disaster recovery plans or conducting recovery coordination.

This position requires strong and demonstrated communication, managerial, and leadership skills, as well as technical, presentation and planning skills.

The position also requires proficiency in the following:  basic word processing, and document generating software, such as; Microsoft Word and Google Docs and spreadsheet software, including Microsoft Excel and Google Sheets.

SPECIAL REQUIREMENTS

This position is considered emergency essential, and supports emergency functions during times of heightened activity, including operating within an on-call , rotating schedule to attend to all emergencies on a statewide 24/7 basis, supporting the State Emergency Operations Center (SEOC).
