Main Purpose of Job

The Behavioral Health Administration (BHA)has been awarded funds by the federal Substance Abuse and Mental Health Services Administration's Center for Substance Abuse Prevention (CSAP) to implement Substance Abuse Prevention/Treatment (SAPT) Block Grant activities and the Maryland Strategic Prevention Framework (MSPF) model in Maryland. The Technical Assistance (TA) Coordinator is an advanced level position within the BHA that will be responsible for the coordination of statewide substance use disorder prevention technical assistance activities for County Prevention Coordinators, College Prevention Centers, Local Drug and Alcohol Abuse Councils and MSPF community grantees. This position, through record review and site visits, will monitor contract compliance and the implementation of approved SAPT Block Grant and MSPF-funded prevention activities. Based on this monitoring, the position will identify and prioritize the technical assistance and training needs of grant-funded programs. The position will help develop, facilitate and/or provide technical assistance activities to meet those needs. The technical assistance provided will include in-person, virtual and peer learning community activities. The TA Coordinator will meet regularly with and utilize the resources and expertise of the contractual State MSPF Evaluation staff to help identify, plan, provide, and evaluate technical assistance to grantees.

MINIMUM QUALIFICATIONS

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have community-level experience in substance abuse prevention, recovery and/or wellness promotion activities.  Knowledge of public health approaches to preventing behavioral health problems would also be a plus.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
