The main purpose of this job is to assist the Chief, Child and Adolescent Substance Use Services in overseeing the expansion of child and adolescent substance use initiatives related to early identification, treatment, and recovery statewide. This position will have the authority to provide leadership to internal and external stakeholders for the expansion of substance use disorder services in the school setting made possible by a new policy change. This position will also serve as liaison and provide specific outreach and educational activities related to school-based SUD treatment, adolescent residential treatment and detoxification centers, federally-funded substance use prevention training for school support personnel, and recovery housing for adolescents. This position will also coordinate with other agencies to identify funding opportunities related to child and adolescent substance use and opioid use disorders. Additionally, the role of this position will be to interface with internal and external stakeholders through oral and written communication and with the use of multimedia.

Education:    Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

Experience:  Five years of professional experience in health services, two years of which must have been in the option for which application is made.

NOTES:

1.  Applicants may substitute a master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2.  Experience in the option must be as follows: professional work related to treatment and services for persons with alcohol or other substance abuse addiction.

3.  A bachelor’s degree from an accredited college or university in another field plus one additional year of professional experience in health services may be substituted for the specific degree.

4.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

The desired candidate should have experience working with children, adolescent and young adults on substance use issues.

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
