Main Purpose of Job

The main purpose of the Deputy Election Director is to assist the Election Director in providing the eligible citizens of Baltimore County convenient access to voter registration; and to provide all registered voters accessible locations in which they may exercise their right to vote both privately and independently; and to ensure uniformity of election practices; and to promote fair and equitable elections; and to guarantee efficiency, accuracy and fairness of all elections, and to maintain registration records, campaign fund reports; and all other election-related data accurately in a form that is accessible to the public; and to ensure compliance with the requirements of Baltimore County, State of Maryland and Federal laws.

POSITION DUTIES

ASSISTANT TO THE DIRECTOR

Represents the Election Office in a professional, efficient and courteous manner at all times.  Oversee the operation of the election office as well as all staff.  Provide support to the Director in managing, developing and performing fiscal functions, to include procurement and budget development and general responsibilities of the Board of Elections, in a timely manner according to the registration and Election Laws of Maryland as well as all Federal and local laws.

Assist with budget planning and preparation, prepare operational and statistical reports; participate in task force committees, conferences and workshops throughout the State to exchange information related to the conduct of elections.  Disseminate information pertaining to election policies and procedures, voter outreach and education programs to staff, the general public, elected officials, legislators, candidates and political parties.

Monitor legislative bills and attends meetings held throughout the State whenever necessary.  Analyze and make decisions and recommendations to the Director concerning complex and sensitive issues such as redistricting, mail verification and recount processes, petition verification, etc. by performing with independent judgment within the established policies of the Board, the Director and prescribed Federal, State and local laws and jurisdiction.

Supervise election functions in accordance with Federal, State and local laws and Regulations adopted by the State Board of Elections (SBE) to include a program for ballot development and production, the petition proves, tabulation of election results, direct the preparation of supplies and materials needed for conducting elections; and directs the procedures necessary to obtaining polling places for use during Early Voting and on Election Day in accordance with the American Disabilities Act.

Assist Director with all personnel and Human Resource issues including but not limited to payroll, timekeeping, interviewing, hiring, evaluating and overseeing election staff.  Directly or through subordinates supervise election staff, temporary or contractual employees, volunteers and election judges in performance of election duties and responsibilities to include evaluating and training.

Oversee the maintenance, organization, implementation and coordination of computer programs that will enhance office productivity by utilizing the available equipment and systems to the maximum potential.  Maintain effective working relationships with elected officials at Federal, State and local levels.  Performs any other duty necessary for the efficient and effective management and conduct of elections.

SPECIAL PROJECTS

Voter outreach and education programs, petition, redistricting, verification, canvass election voter system demonstrations and outside elections. Attend various meetings and/or seminars prepared and promptly.

OFFICE MAINTENANCE

Receive, maintain and update voter registration list, maintain and secure files daily, assist with the preparation and the conduct of elections to meet all deadlines, to include the processing of Absentee and Provisional Ballots, maintain materials, records, statistics, reports, certificates, proclamations and other information in accordance to Local, State and Federal laws.

CUSTOMER SERVICE

Represents the office with a professional and positive image towards all customers (internally and externally); provide requested assistance and information in a prompt and courteous manner; communicates in a helpful and informative manner to maintain good public relations, daily while performing all duties as required.  

Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying federal, State and local election laws and regulations applicable to conducting elections.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of thirty credit hours for each year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience supervising support staff and conducting performance evaluations;

Experience training adults in a classroom setting;

Experience preparing and administering a financial budget for an office or corporation;

Experience interpreting Federal, State and local laws, statutes, processes and procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require travel.

Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
