Main Purpose of Job

This position secures and manages contracts for children in need of residential, treatment, and non-residential foster care services for program compliance within the Department of Human Resources, Social Services Administration (SSA). The incumbent in this position secures contracts for out-of-home placements and supportive services for children in need of foster care services; oversees all contract management activities designed to strengthen achievement of performance outcomes and assures that the deliverables are met with contractors in Maryland and other jurisdictions; and supports the mission of the agency by securing and monitoring contracts with vendors that provides placement and supportive services designed to protect the vulnerable children of the State of Maryland.

POSITION DUTIES

Meets with private providers regarding potential contracts; prepares timelines for solicitations, new and renewal of contracts for purchase; renews treatment and residential foster care contracts based on assessment of vendor operations and consultations; coordinates modification activities with providers and child welfare staff; provides technical assistance specific to purchase of care contracts; conducts analysis of annual budgets submitted by residential foster care or treatment foster care purchase of care providers; contributes feedback to assist in the development of specifications for various solicitation preparation activities, e.g., Requests for Proposals (RFPs) and Invitation for Bids; provides customer service to both internal and external customers; provides consultation to local department staff regarding residential and treatment of foster care contracts; consults with private providers, administrators, and appropriate staff regarding the implementation of administrative policies and processes for contracts; tracks and monitors performance outcomes to ensure provider performance of contract deliverables in accordance with agency performance goals, procurement rules and specifications; conducts meetings with contractor's executive and mid-level managers to outline and clarify expectations; provides interpretation and/or clarification of contract deliverables to internal and external customers; and maintains on-going contract file for each contractor to document significant interactions, decisions, management activities, findings, program improvement actions and follow-up reports. Consults with Local Departments of Social Services' staff on fiscal, legislative policies and operational issues arising due to residential or treatment foster care and purchase of care agreements; directs and coordinates administrative work to support the interpretation and applications of laws, policies, procedures, and regulations for contract and procurement process; represents the SSA Contracts and Monitoring Unit at meetings with other public agencies and community groups; attends meetings with other agencies and Departments', specific to licensing and monitoring which impacts the purchase of care contracts; assesses needs and provides training to providers; responds to citizen concerns, questions or inquiries; and assists in the development of COMAR revisions relating to residential foster care and treatment facilities.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration
of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Experience with Maryland Children Electronic Social Service Information Exchange (MD CHESSIE), Financial Management Information System (FMIS) and Advanced Purchase Inventory Control System (ADPICS). 

2. Strong written and oral communication skills.

3. Ability to prioritize and multi-task effectively.

4. Flexibility in a busy environment.

5. Strong time management, priority setting and problem-solving skills.

6. Ability to travel both within Maryland and Out-of-State if necessary.
