Main Purpose of Job

This position provides guidance and support to the Local Departments of Social Services (LDSS) on the implementation of Maryland's Title IV-E Waiver Program. The Department of Human Resources (DHR), Social Services Administration (SSA) is responsible for providing assistance to LDSS and ensuring that policies and procedures are in place to support LDSS in developing and implementing services that will strengthen the family and prevent children from coming into foster care.

POSITION DUTIES

This position assists in providing oversight of Maryland's Title IV-E Wavier and in providing technical assistance to LDSS; evaluates and interprets Federal waiver guidelines and instructions, considers applicable agency goals, mission, and State plan, and assures waiver project alignment; collaborates with LDSS to identify needs and priorities; participates in all decisions about waiver project and development of all waiver project components; develops, collects, and analyzes data; develops and delivers administrative training to LDSS and contract staff related to waiver project components; develops policies and procedures needed to implement new legislations; develops plans to inform local departmental staff about the changes resulting from new legislation that impacts the delivery of child welfare services; develops and maintains appropriate child welfare service policy manual to reflect changes in Federal and State laws; prepares written responses; participates with Federal partners to discuss the implications of Federal regulations as they impact family and child welfare services in Maryland; monitors the 24 LDSS for compliance with Federal and State regulations; monitors and keeps detailed records of complex projects of a statewide scope to determine progress and effectiveness; reviews and analyses narrative and statistical reports to monitor program effectiveness to meet Federal outcome measures at the State and local levels; and drafts Risk Management and CQI plans. Identifies gaps in services to population age group; works with local staff to identify services and organizations to provide services to families and children; provides immediate response to in-person and telephone requests for assistance from citizens and local department staff; provides statistical data and narrative related to child welfare programs; uses the Client Information System (CIS) and the Maryland Children Electronic Social Service Information Exchange (MD CHESSIE) to retrieve case-specific information; compiles and retrieves aggregated information needed to develop reports on program progress and problems; participates and oversees development of data base and other electronic tracking and reporting systems; tracks and reports waiver expenditures and makes recommendations for payment approvals; analyzes and provides consultation on the services and fiscal impact of proposed changes on how services are to be delivered including the program's budget; prepares Request for Proposals (RFPs) for certain family and child welfare related programs and services; prepares contracts with vendors for certain family and child welfare services; and obtains bids for services as outlined by procurement procedures.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience with Maryland Children Electronic Social Service Information Exchange (MD CHESSIE), Client Information System (CIS), Financial Management Information System (FMIS) and Advanced Purchase Inventory Control System (ADPICS). 

2. Experience with implementing and/or monitoring the implementation of evidence based/promising practices.

3. Experience in providing technical assistance. 

4. Strong written and oral communication skills.

5. Ability to prioritize and multi-task effectively.

6. Flexibility in a busy environment.

7. Strong time management, priority setting and problem-solving skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
