Main Purpose of Job

The purpose of this position is to establish and maintain monitoring practices for the Department that incorporate innovative, efficient, and cost effective methods to ensure regular, timely, and thorough examination of programs.

The position will research and draft a new program monitoring policies and procedures manual designed to ensure federal and state compliance and quality assurance. It assures the timely performance and completion of annual program monitoring that follow federal and state rules. Manages the National Family Caregiver Support Program. All program oversight duties associated with the dissemination of more than 3 million dollars in funds annually, including tracking expenditures, monitoring program performance, and working cooperatively to set goals that align with federal funders. Partnership development and systems advocacy ensure the program seeks new funding opportunities to test innovation and expand activities to serve a growing caregiver community and bring sustainability to state fiscal operations.

This position serves as the Maryland Department of Aging's Equal Employment Opportunity Officer to ensure that personnel actions are in compliance with applicable State law.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
