Main Purpose of Job

The Outpatient Addictions Treatment Counselor helps patients identify behaviors and problems related to alcohol and other drug use, and supports their efforts to reduce and eliminate their substance use, and participate in recovery. The Counselor provides assessment, diagnosis, crisis intervention, individual and group treatment. Outpatient and intensive-outpatient services are provided within the Cecil County Health Department, and in other community and institutional based settings. Substance abuse counseling is a demanding form of community outreach that requires patience, compassion, and a keen desire to help others who are in crisis. Significant portions of the addicted population are people who need help in many areas of their lives. The Counselor is responsible for providing and referring patients to a variety of services that may help provide a stable platform which they can fight their drug addiction.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Alcohol and Drug Trainees.  A copy of your college transcripts (official or unofficial) must accompany your application.

Experience: None.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in a behavioral health setting is preferred.  The ideal candidate should have experience speaking with the public (i.e., engaging in conversation with members of the public, participation in public small group discussions, and small group presentations).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, employees in this classification must apply for and receive a letter of authorization to practice as a trainee from the Board of Professional Counselors and Therapists within 90 days of their date of hire.

2. In accordance with Health Occupations Title 17 employees in this classification must also successfully obtain certification from the Board of Professional Counselors and Therapists as a Certified Supervised Counselor-Alcohol and Drug within one year of meeting the experience requirement for a Certified Supervised Counselor-Alcohol and Drug.

3. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

2. Employees in this classification perform the work in a Joint Commission for the Accreditation of Healthcare Organizations (JCAHO) or a Maryland State certified addictions program.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
