Main Purpose of Job

The main purpose of this job is to supervise and direct the activities of subordinate staff and contracted public and private entities to deliver behavioral health services for transition-aged youth and young adults. The position will also manage a number of important federal grants aimed at improving services for this age group. These include a major federal priority program on intervening in the First Episode of Psychosis as well as additional grants for behavioral health service improvement demonstrations. The position will also provide oversight to secure similar federal funding in the future. The position is central to BHAs mission to promote a quality system of care that promotes recovery & resiliency for all Maryland citizens because this age group is at such an elevated risk for behavioral health disorders such as psychotic illness. This position will also focus on coordination of policy and service provision for this age group with other services agencies and participate in high level interagency coordination activities with senior staff in the Maryland State Department of Education (MSDE), Maryland Department of Disabilities (MDOD), Maryland Division of Rehabilitation Services (DORS), Maryland Department of Human Resources (DHR), Maryland Department of Juvenile Services (DJS), and the Maryland Department of Labor, Licensing and Regulation (DLLR).

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and development of mentally ill patients, and three of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a Master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The preferred or desired candidate for this position will possess at least one of the following:

  • professional work experience delivering behavioral health services to both adult and child/adolescent age groups and be knowledgeable about the workings of each of these service sectors;
  • experience working with adolescents and young adults who are experiencing the initial onset of schizophrenia or other related psychotic disorders
