Main Purpose of Job
The main purpose of this position is to lead the planning, oversight, and evaluation of a comprehensive Behavioral Health System in St. Mary's County, including population-based initiatives to improve behavioral health outcomes. Behavioral Health involves both substance misuse prevention and control as well as mental health. This position manages subordinate managers and supervisors who oversee population-level efforts in behavioral health.
This position leads a unit that works closely with many public and private partners throughout the county to address adequacy of local behavioral health treatment services, ensure the behavioral health needs of vulnerable populations are being considered, implement and evaluate collaborative initiatives to address prevention and control of substance misuse at the population level, implement and evaluate collaborative initiatives to optimize mental health outcomes, and ensure that comprehensive and culturally-sensitive health education and behavioral health resources are provided to residents and their families.
Education: Possession of a bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.
Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and development of mentally ill patients, and four of which must have been at the managerial or supervisory level.
1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.
2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The preferred candidate for this position will possess one or more of the following:
Prior experience with population-level efforts in behavioral health (includes experience in mental health services and substance misuse services) to improve health outcomes; and experience in behavioral health community-wide planning; OR
Prior experience in oversight of behavioral health system (including quality assurance, compliance, grievances, complaints, and reporting)and coordinating activities of publicly funded behavioral health services; OR
Prior experience and familiarity with contract acquisition and contract oversight with public and private partners.
