Introduction

The Department of Labor, Licensing and Regulation (DLLR) is accepting applications from all qualified applicants for the Contractual position of Administrative Specialist. This position is responsible for approving new applicants for licensure.

Main Purpose of Job

This position is responsible for approving new applicants for licensure. This requires the employee to use independent judgment and analysis in applying and interpreting complex administrative policies and legal interpretations.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Approves or disapproves the original application of applicants, using independent judgment based on experience and knowledge of current laws and regulations. Approves name changes, credit reports and other changes in license status. Approves or disapproves the application of reciprocal applicants, agreements and information as required by real estate law. Independent decisions are made using the knowledge of reciprocal laws and regulations form both Maryland and the applicant's original State of licensure.

  • Confers with other departments/programs such as the Call Center and Payment Center.

  • Works with the Assistant Director and Executive Director to address issues, problems, errors or complaints regarding the issuance of licenses when Licensing Administrative III or Licensing Supervisor is not available. 

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies  on a year-for-year basis for the required education.

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Knowledge with licensing requirements and processes

Writing, communication, interpersonal and organizational skills

Ability and willingness to assume unexpected responsibilities as required and to effectively work in fast-paced, high intensity setting.

Basic Computer skills

Excellent customer service experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
