Main Purpose of Job

The main purpose of this position is to accurately and efficiently manage the Department's housing programs, including the Congregate Housing Services Program (CHSP) and the Senior Assisted Living Group Home Subsidy (SALGHS).

The employee will oversee relevant grants and contracts; monitor programs on an approved schedule; and ensure compliance with programs in accordance with state statute, regulations, and other established policies and procedures. Additionally, the position is responsible for ensuring effective recipient and departmental reporting; providing technical assistance; and addressing noncompliance; establishing, reviewing, and/or revising policies and procedures. The position will also seek new funding and partnership opportunities to create innovations for housing programs.

The employee will represent the Department in meetings, workgroups, and committees pertaining to senior housing issues. The Housing Services Program Manager will also serve as the Department's primary emergency officer and point of contact with Maryland Emergency Management Agency and other state emergency partners to ensure the Department and the Aging Network is adequately prepared for emergencies and is responding appropriately.

Strong written and oral communication skills are necessary; ability to multi-task and work well under pressure; have strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans and solutions to identified issues and problems.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes: 1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience in independent housing for vulnerable, older adult populations.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience leading team projects with colleagues both in and outside of the organization.

A minimum of one year of experience in grant or contract management, three years desirable.

Three years of experience of relevant work in the administration of human service programs with a strong knowledge of aging housing research, studies, programs, procedures, practices and organizations.

Advanced skills in budget development, program monitoring for compliance, and data management software for program outcome measures.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
