Introduction

The Department of Labor, Licensing and Regulation (DLLR) Office of General Services is accepting applications from candidates for the position of Maintenance Supervisor I, Non-Licensed.

This recruitment is limited to current permanent state employees of Department of Labor and Licensing (DLLR).

Main Purpose of Job

This is a critical management level position for stationary engineering and building maintenance work for the Office of General Services within the Department of Labor, Licensing and Regulation. It also serves as Assistant Building Superintendent for OGS maintenance unit. It is responsible for supervising four engineers in the operation of gas or oil-fueled boilers, central air-conditioning plants and equipment, safety inspection of boiler vessels and equipment, and preventive maintenance on all HVAC (heating, ventilating & air conditioning) equipment related to climate control. The position requires knowledge of the principles of electricity, hydraulics and mechanical engineering. The Office of General Services is responsible for building maintenance for seven facilities totaling 323,000 square feet located in Cumberland, Waldorf, College Park, Towson and two in Baltimore City and a newly opened Unemployment Insurance Center in Salisbury. All of these facilities require constant, routine maintenance which ensures their capital value to the State of Maryland. This position relates to the agencys mission in that it provides consistent and dependable support for all DLLR units and employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

  • Supervise maintenance personnel in the operation of central air-conditioning, heating and ventilating equipment.  Supervises maintenance personnel in other construction-related building projects.
  • Develops and maintains preventative maintenance programs and records.
  • Monitors the agency's energy management systems installed in seven DLLR owned buildings and reviews fuel consumption reports.
  • Organizes schedules and coordinates building work and installations services performed by employees and contractors.
  • Adjust, maintains and makes minor repairs to refrigeration, cooling and control devices.
  • Conducts safety inspections of equipment and oversees any employees who are asbestos inspection certified.
  • Prepares scopes of work ad specifications for projects requiring outside contractors.
  • Identifies and procures parts, supplies and material required in the maintenance of building systems.

MINIMUM QUALIFICATIONS

Education: Completion of eighth grade.

Experience: Six years experience in building maintenance or building construction trades including five years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of, and recommending the hiring, firing and promoting of others. 

Note:  

Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

High School Education preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.
