Main Purpose of Job

The mission of the Prevention and Health Promotion Administration is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health leadership and through community-based public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations. The mission of the Center for Sexually Transmitted Infections Prevention (CSTIP) is to reduce and prevent sexually transmitted infections in Maryland. The main purpose of the Syphilis Reactor Specialist is to maximize the early identification of new and potentially infectious syphilis cases and assure cases are referred to local health department partner services programs. This position will perform an initial investigation of newly reported syphilis serological laboratory tests by reviewing the information provided for each patient, record searching each patient's serological history, calling providers or laboratories to obtain additional information, and initiating records to local health department (LHD) staff through CSTIP's data information system when appropriate. The Syphilis Reactor Specialist will be responsible for quality assurance of the electronic laboratory reports received and maintain relationships with contacts at major laboratories reporting to CSTIP. This position will provide serological histories on patients to other jurisdictions as requested and in accordance with data security and confidentiality procedures and perform other mission critical surveillance duties as needed, including assisting the HIV Reactor Specialist during peak periods when there is a backlog in assessing the need for LHD follow up on new HIV reactors also serving as back-up to the Out-of-Jurisdiction Specialist. This position will also provide administrative support for Center staff as needed.

MINIMUM QUALIFICATIONS

Education:    Completion of 60 credit hours at an accredited college or university.

Experience:  Two years of experience in administrative or professional work.

NOTES:

1.  Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2.  Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have training in disease surveillance or reporting and in using the PRISM data system and must be able to type 55 works per minute.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
