Main Purpose of Job

The Division of Recoveries and Financial Services (DRAFS) is the sole state agency responsible for operating third party liability programs through which other sources of payments for Medical Assistance recipient's health care are discovered, and monies spent on behalf of the recipient is recovered from sources allowed by federal and state law. The Division is a branch of the Office of Systems, Operations and Pharmacy Administration. The main purpose of this position is to interpret and apply COMAR regulations to administer estate and lien cases, to insure maximum dollar recovery for the State of Maryland. COMAR regulations and CFR 433.36 allows the Department to place liens on the real property of Medical Assistance recipients in Long Term Care facilities. COMAR regulations and Article Health-General 15-121(b) of the Annotated Code of Maryland allows the Department to place claims against the estates of deceased Medical Assistance recipients. This position handles all recovery officer functions for lien cases, letters A-St of the alphabet.

MINIMUM QUALIFICATIONS

Education:    Completion of 60 credit hours at an accredited college or university.

Experience:  Two years of experience in administrative or professional work.

NOTES:

1.  Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2.  Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3.  Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

The successful applicant should have knowledge and experience with Medical Care Program policies, procedures, and regulations as it applies to third party liability, have knowledge of other sources of payments for Medical Assistance recipients' health care are discovered, and monies spent on behalf of the recipient recovered from sources allowed by federal or state law.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
