Main Purpose of Job

The Department of Juvenile Services currently has a vacancy for Administrative Officer III in its General Services Office located at 9702 Old Harford Road, Baltimore, MD 21234 in Baltimore County, MD. This position has statewide responsibility for writing exact maintenance and construction specifications and the bid document for the solicitation of bids for maintenance and construction projects for all MD State Department of Juvenile Services facilities and locations. The position reviews responses to bids for services, provides management and executive staff recommendation of vendor(s) that best match expectations and contract specifications and subsequently inputs data in MD State FMIS regarding the awarded contracts. The incumbent conducts. The position additionally maintains for tracking purposes the Maintenance Safety Reporting database of facility life mandatory safety and inspection reports that include the Annual Fire Alarm, Sprinkler, Fire Marshall and Generator Reports. The position is responsible for monitoring the DJS Work Order Help System and distributing work orders of requests for maintenance services and maintaining and tracking Preventative Maintenance Operations (PMO) reports of requested future DJS maintenance projects and services for Department of General Services (DGS).

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

At least two years of the required three years of administrative professional experience must be writing maintenance and construction specifications  to place contracts out for bid  (if you are not using the education  substitution).

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience writing facility maintenance and construction specifications for contract bid solicitation .

2. Two years experience overseeing and conducting on-site construction inspection.

3. Experience with State of MD Financial Management Information System (FMIS) for procurement  4. Experience with Microsoft.     

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
