This recruitment is limited to current state employees of Department of Labor, Licensing and Regulation employees only.

Main Purpose of Job

The main purpose of this position is to serve as the principal property officer for fixed assets for the Department of Labor, Licensing and Regulation at its headquarters and field locations. This position is responsible for managing and accounting for more than $39 million in sensitive and non-sensitive property and equipment. This position directs daily activities of two subordinates to accomplish the mission.

POSITION DUTIES

Duties of this position include, but are not limited to, the following:

  • Under direction and guidance of Administrator, manages DLLR's statewide fixed assets automated inventory system (MITS) consisting of inventory items valued at approximately $39 million.
  • Plans coordinates and supervises all moves of DLLR assets, statewide.  Plan and develop guidelines for maintain local offices accountability for all fixed assets through the automated management system and site visits.
  • Exercise the responsibilities of the position through the direction of subordinates.  Supervise and monitor the productivity of two employees.
  • Responsible for the physical inventory of and accounting for all sensitive and non-sensitive items in DLLR real property and fixed assets.  Function as the supervisory person in all physical inventories of fixed assets ensuring such inventories are conducted annually, at minimum, for all departmental programs.
  • Directs the updating of: inventories of new capital fixed assets; deletion of assets and reconciliation of automated records to ensure compliance with regulations and accounting accuracy.
  • Manages the DLLR automated assets management system (MITS); accounts for all bar code stickers issued or in stock; coordinates the posting of new assets within 7 days of receipt and deletion of excess property within 30 days of such activity; reconcile monthly detailed records for submission to Budget's Control Account; directs generation of Excess Property Declarations (EPS) to the Maryland Dept. of General Services for the disposal of property reports.
  • Provide in depth training concerning fixed assets, excess and surplus property and stolen or missing property to each unit's inventory accountable officer in accordance with State Department of General Services Section 4-306 of the State Finance and Procurement Article.  In addition, provide advice and training to all inventory account officers in the department as needed.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate should have the following:

Microsoft Office experience

Experience entering data into a database

Excel Spreadsheet experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
