Main Purpose of Job

The main purpose of this position is to research, develop and implement high priority managed care policy initiatives. This position supports the Deputy Director of Managed Care and the four Divisions within Managed Care: Provider Network Management; Complaint Resolution; Quality Assurance; and Community Liaison and Care Coordination. The position serves a policy and technical advisor on health policy, delivery, evaluation and financial issues. This position is responsible for designing, evaluating, and analyzing programs, researching projects, and coordinating data. This policy analyst position analyses programmatic and fiscal impact of policies for a health care delivery and financing system which encompasses eight Managed Care Organizations and 24 local health departments and serves one million Medicaid recipients (over 90% of all Medicaid recipients).

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Note: A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidate should have experience with health care policy and data analysis and experience with Medicaid or managed care.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
