LOCATION OF POSITION
DHMH, PHPA, Office of Data, Systems Integration and New Initiatives, Baltimore, MD
Main Purpose of Job
This position will provide data leadership and support to the Office of Data, Systems Integration and New Initiatives (DSINI) and the Prevention and Health Promotion Administration (PHPA). Responsibilities include coordinating all PHPA requests regarding data held by the Vital Statistics Administration (VSA) and serving as a liaison to VSA. In addition, this position will plan and coordinate data monitoring efforts to identify data-related gaps and challenges across PHPA and design, develop and execute data-related access, integration, quality improvement, and performance management efforts to address identified gaps and challenges. This position will serve as an expert consultant and technical advisor on public health (and more specifically, PHPA) data and will be responsible for oversight, direction and quality assurance for all data analyses and data reports produced by DSINI and will support development of grant proposals and grant compliance activities. Finally, this position will represent DSINI at internal and external meetings with grantees, DHMH, and other stakeholder and state agencies. This position requires knowledge, skills, and abilities in the following areas: health programs, public health data management and analysis, performance measurement, quality improvement, writing and presenting, both oral and written. This position also requires strong interpersonal skills and the ability to work effectively in a team environment. In addition, the position requires strong organizational skills, attention to detail, and the ability to meet time-sensitive deadlines on a regular basis. The individual in this position should have full proficiency with statistical packages (STATA or SAS), MS Excel, PowerPoint and MS Office Suite.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.
Notes:
1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.
2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
