Main Purpose of Job

The Maryland Health Care Commission (MHCC) is seeking a Health Policy Analyst for its Certificate of Need Division. Responsibilities of this position include: conducting Certificate of Need reviews of projects proposing the development of new or expanded services in acute care hospitals and other types of health care facilities; preparing staff reports and recommendations on projects; analyzing health care services utilization and financing data; contributing to the development of regulations (the State Health Plan) used in Certificate of Need project reviews; and contributing to policy analyses bearing on health care facilities regulation undertaken by the Commission.

The MHCC is an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates will possess a Bachelor's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field.  Position requires strong skills in writing, quantitative analysis, and oral presentation and ability to work as a member of a multidisciplinary team.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
