Introduction

This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for  the Department of Public Safety & Correctional Services (DPSCS) Central Region. Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

This position serves as the Director of the Property Unit for Information Technology and Communications (ITCD). The primary responsibilities of the Director - Property Management Unit will be fixed asset management, fiscal management and supervision of employees assigned to the unit.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Fiscal management - Reconciles the agency's monthly IT expenditures to all acquisitions to ensure assets are being accounted for either in Atrack or the Financial Management Information System (FMIS).  Review and approve cost adjustments relating to reconciliation of control account and the IT equipment detail records. 
  • Fixed Asset Management - Provides management oversight and review of the daily operations to include the following: Receiving, tagging and deployment of IT fixed assets; Responsible for ensuring all documentation is being completed for any transaction associated with IT fixed assets or hard drive disposal; Randomly select and review transfer documentation to ensure records are being properly updated in the system; Randomly select and review purchasing documentation and the fixed asset system to ensure the correct purchase cost of assets are being entered.
  • Supervision - provide management oversight required for the classifications of employees assigned to the unit; complete employee performance evaluations; Responsible for ensuring safety requirements are maintained in a warehouse environment.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet this selective qualification to be considered. Include clear and specific information on your application regarding your qualifications.

  • One year of experience managing fixed assets in a warehouse environment
  • One year of experience in fixed asset accounting

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • Experience reconciling monthly fixed asset system transactions
  • Experience coordinating annual physical inventories of fixed assets

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

All persons who meet the minimum and selective qualification will be approved on the certification list and will be placed on the employment (eligible) list for at least one year. BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
