Introduction

This is a position specific recruitment for the Department of Natural Resources (DNR), Natural Resources Police. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources, Natural Resources Police, Headquarters, in Annapolis, Maryland is currently accepting applications for an Administrator I. This position manages the personnel process for the hiring, transfer, reclassification and promotion of Natural Resources Police Officers, Supervisors and Managers. The incumbent will coordinate with the Department of Natural Resources Human Resource Services staff, Department of Natural Resources Office of Attorney General and the Natural Resources Police Internal Affairs Unit to ensure that all disciplinary matters are processed in accordance with state and federal laws, including labor agreements, Memorandum of Understandings and the Law Enforcement Officer’s Bill of Rights. The selected candidate will provide recommendations to the senior and executive command staff based upon expertise in the field of law enforcement personnel management.

MINIMUM QUALIFICATIONS

For education obtained outside of the United States (U.S.), you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the U.S., please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html with the application.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

1. Experience working with human resources procedures including state and federal personnel laws, labor agreements, and memorandum of understandings in a law enforcement agency.  

2. Experience in the application of the Law Enforcement Officer’s Bill of Rights as it relates to human resources and personnel management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
