Main Purpose of Job

This position is responsible for assisting the program manager in the daily operations of the safety inspection unit as well as acting as a stand in for the program manager at meetings and other functions as needed. Performing hazard analyses and performance auditing, identifying risks, eliminating hazards, creating and advancing safety policies, and providing training and ongoing education about safety issues.

POSITION DUTIES

  • Evaluate efficiency of operations and develops, revises and recommends new policies, standards, and workflow procedures, using new technology where appropriate. Sets goals and deadlines and oversees the workflow of the unit.           
  • Directs or assists in the direction of the daily operations of a unit or division, interprets and applies or oversees the application of agency policies, rules and regulations to accomplish the work of the unit or division.
  • Observe SIU employees at work and conduct a Job Hazard Assessment, identifying hazardous conditions or hazardous work practices specific to the SIU employee. Conduct in the field inspections of SIU employees to determine if they are performing their duties in accordance with established safety and health procedures. Develop policies and procedures aimed at eliminating or reducing those identified hazards consistent with established occupational safety and health strategies.
  • Develop and conduct occupational health and safety training programs specific to the duties performed by SIU employees. Prepares and maintains reports documenting hazard assessments, safety inspections and accident investigations. Meets with the Commissioner and Program Manager to discuss the purpose and method of hazard assessments, the results or the assessment and safety inspections and to provide technical assistance regarding the elimination of safety and health hazards.        
  • Investigate all work related accidents involving a SIU employee.  Investigate all reported complaints relating to the safety and health of SIU employees.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have one (1) year experience with creating safety policies.  

DESIRED OR PREFERRED QUALIFICATIONS

Management experience, occupational hazard recognition experience, experience providing training to diverse audiences, and report writing experience preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
