NOTE:  The position is located in Jessup, Howard Co., but will require some travel to Pikesville, Baltimore Co.

Main Purpose of Job

The position serves as the Department's Property and Inventory Control Officer responsible for the effective management of the Department's Personal State Property and Seized and Abandoned Property Units. This position coordinates, administers, and supervises all programs designed for the Department's disposal of surplus and unclaimed property and as the Department's Liaison for the Department of General Services with regard to all issues concerning State personal property and capital inventory.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of professional or administrative staff experience managing or handling  property and/or evidence in a law enforcement agency or managing capital inventory for a state agency or private industry.

DESIRED OR PREFERRED QUALIFICATIONS

1.  Experience with the management and preparation of property for auction

2.  Experience with the Maryland Inventory Tracking System (MITS)

3.  Experience using the Financial Management Information System (FMIS)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a criminal background investigation to include a polygraph examination.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum and selective qualifications will be placed on an eligible list in the BEST, BETTER or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.  The list will be valid for one year.
