Main Purpose of Job

The main purpose of this position is to plan, manage, and conduct the State and Local Industry and Occupational Projections using the methodology, software, and guidelines specified by the state-led Projections Managing Partnership (PMP) and the Employment and Training Administration (ETA), as well as conduct various statistical and economic analyses. It is critical that the statistician provide input, guidance, and support to the Labor Market Information (LMI) team members. The position is tasked with producing occupational and industrial employment projections at state and sub-state area geographies. Responsible for assessing the feasibility of producing projections above and beyond the required minimum required by ETA and producing additional projections as time permits (e.g., county level projections or projections for additional time periods). The projections require several areas of work: data preparation and review, pre-projection analysis, occupational and industrial employment projections, and ex-post review. Position writes reports detailing the various analyses performed for each cycle of projections. As part of the projections process, this position is required to monitor economic and industrial trends related to the Maryland's economy. The position works with the LMI Program Manager to set goals and objectives for the work and determine deadlines. The position must be able to identify appropriate data sources and stay abreast of new/changing resources, including but not limited to training by the PMP. The position is responsible for adding value to current requirements and leveraging projections to be used in other products. Position is available to provide guidance to LMI Team members on, but not limited to: data sources, statistical techniques, and other items as needed.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Must have at least 1 year experience conducting research, performing secondary data analysis, data mining or creating maps to support analyses.

Must be proficient in Microsoft Office (test will be administered); Must have at least 1 year experience in Microsoft Word. 

DESIRED OR PREFERRED QUALIFICATIONS

 The successful candidate should have strong communication and writing skills.   The incumbents ability to master and use advanced statistical packages is essential.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
