DHMH/Behavioral Health Administration, Office of Consumer Affairs, Catonsville, Maryland

Main Purpose of Job

The main purpose of this position is to provide assistance and/or consultation to the Deputy Secretary/Executive Director and other Behavioral Health Headquarters program directors and/or Core Service Agency (CSA) Directors regarding service programming and planning, effecting the behavioral health care system in Maryland. This position will: (a) recommend policy in the development phase; (b) assist individual consumers, family members, consumer and family organizations, service providers, and/or advocacy organizations in planning and developing a comprehensive, consumer-centered public behavioral health system; (c) maintain state-wide responsibility for the development and expansion of self-help/peer support groups and their inclusion into both State and CSA policy planning in the development phase; (d) develop technical assistance and implementation strategies, training materials, and program guidance. This is a leadership position directly reporting to the Deputy Secretary/Executive Director. This position will require some travel and the selected candidate should have reliable transportation.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have at least one (1) year of experience as a leader in a consumer-run organization, behavioral health advocacy organization, or similar consumer-focused organization (to include receiving and/or providing behavioral health services). In addition, the successful candidate will also possess at least one (1) of the following:

  • Experience promoting awareness of recovery, self-help, and/or empowerment; OR
  • Experience promoting awareness of behavioral health service initiatives through provider and/or consumer training and assistance

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
