Introduction

The Water and Science Administration is accepting applications for the position of an Administrator II. This recruitment will be used to fill current and future vacancies for this position/function.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position manages the Application Coordination Section and is responsible for managing and directing the initial screening process of all incoming Joint Federal/State Permit Applications to the Wetlands and Waterways Program. This position is responsible for overseeing the input of data into MDE's data management system TEMPO (Tools for Environmental Management and Protection Organizations), coordinating the permit fee process, maintaining and updating data layers utilized in the screening process, maintaining and processing Public Notice procedures and the interested person's list, and coordinating the permit process and data management operations with other programs within MDE and other State and Federal Agencies involved in the regulatory process.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience working with (closed) data systems, such as State or Federal government databases, or Environmental Management Systems especially those used by the Environmental Protection Agency; especially experience working with users and Information Technology (IT) professionals in the planning, implementation, and/or modernization of data system.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Two years experience supervising employees and conducting employee performance reviews;
  • Experience with Geographic Information Systems (GIS) primarily ArcInfo or ArcGIS;
  • Experience collaborating on technical projects with private and public stakeholders;
  • Experience working with the public, especially reviewing and preparing responses to legislative inquiries, preparing public documents or notices, or providing responses to comments regarding environmental permits;
  • Experience with initial review and evaluation of environmental permits.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best, Better or Qualified and placed on the cert list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
