This is a position specific recruitment for the Department of Public Safety & Correctional Services (DPSCS). The resulting eligible list will be used to fill current and future recruitments for the Department of Public Safety & Correctional Services (DPSCS). Applicants certified to this list will remain eligible for one year.

Main Purpose of Job

This position is primarily responsible for the administration of departmental policy and overseeing the Disposition Record Recovery Program for the CJIS-CR operating areas. The position is responsible for planning, organizing, implementing, administering and supervising the interpretation of agency policies as it relates to the DRR program. The DRR program will focus on the timely, accurate, and completeness of Maryland's criminal history records. This position will also be responsible for assisting the Assistant Director in planning and implementing all projects related to the Record Recover Program for the successful exchange of criminal history data. This position will also serve on the NICS taskforce. The NICS taskforce is the governing body that sets up the disqualifiers for those who are eligible for obtaining firearms in the State of Maryland. This individual will compile and develop the statewide report which is used to obtain various grants.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Oversees staff responsible for collecting, analyzing, evaluating and disseminating criminal disposition information relating to individuals with criminal records in the Maryland computerized criminal history (CCH) database.  This position will also use independent judgment to analyze, apply, and interpret complex administrative plans or policies.
  • Assists in the development, implementation and management of CJIS-CR overall Disposition Record Recovery Program to meet the goals of timelines, accuracy, and completeness of criminal history records.
  • Collects and reports statistical data reporting in relation to MFR, Performance dashboard reports, ITCD State stats needs for data, as well as the CJIS Advisory Board presentation material.
  • Serves on the NICS taskforce and works with various state agency heads and directors to compile and coordinate information to develop the State of Maryland's NICS Improvement Plan.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  • One year of experience using MS Access to build a database, create queries, and reports.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.

  • Expert knowledge of MS Access, Excel and Word.
  • Experience with Lean, Six Sigma or Project Management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
