Main Purpose of Job

This position serves as an Administrator to the Staff Development Unit in the Office of Human Resource Development and Training. This position is responsible for the implementation, planning, organizing, managing and monitoring of the Department of Human Services' Performance Planning and Evaluation Program (PEP), Bachelor's of Social Work (BSW) and Master's of Social Work (MSW) Title IV-E Work Study Program. The incumbent in this position oversees and coordinates the Department's operations for these programs and is also responsible for the interpretation of State and agency policies. This position also supervises staff in the daily operations of the unit.

POSITION DUTIES

Manages, implements, coordinates, and monitors the implementation of the DHS's Performance and Planning Program (PEP) in order to ensure that the PEP process has been fully implemented in compliance with House Bill 275 by training managers and supervisors on the process and procedures. Manages, implements, coordinates, plans and monitors the Department's Title IV-E BSW and MSW Work Study Program in order to increase the number of BSW and MSW child welfare staff in local Departments of Social Services by using federal Title IV-E guidelines, DHS selection processes, policies and procedures. Serves as DHS's Liaison for the Maryland's Title IV-E Consortium Group in order to improve the recruitment and selection process for participants in the Title IV-E Program by using group meeting, DHS and Title IV-E guidelines and procedures, which includes the University of Maryland at Baltimore, Morgan State and Salisbury State University, School of Social Work. Advises and evaluates day to day work of subordinates in the Staff Development Unit, which include technical and administrative work by planning, monitoring, assigning, reviewing and evaluating staff performances; conducts staff Performance Appraisals, signs all time sheets and leave requests in order to ensure that all assignments are completed on time with accuracy by using supervisor's review process and performs other related duties.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the required minimum qualification experience must have been with administering or monitoring and coordinating the Performance Planning and Evaluation Program (PEP) independently with hiring managers and supervisors staff.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
