Main Purpose of Job

This position will oversee grant process for the Maryland Department of Aging leading the application, reporting, and administrative management of approximately 20 grants and 30 sub-grantees.

In In working with the Department’s program and fiscal divisions, the employee will establish and improve departmental processes, resolve issues, and recommend new policies to ensure the efficient and thorough management of Department grants including processes for approving grant payments.  The employee will have significant responsibility for the development and improvement of grant materials including the Area Plan (the grant application for the federal Older Americans Act (OAA) and many state grants).  The employee will be expected to serve as the Department’s expert on federal and state grants including but not limited to the OAA.

The employee will also be responsible for identifying and applying for new grants, preparing demographic and data analyses, and coordinating the development and submission of multiple state and federal reports.

An advanced knowledge of Grant Management Policies, the Uniform Guidance (2CFR200), and Microsoft Excel are expected.   Additionally, the employee will be responsible for implementing grant funding formulas and must demonstrate an ability to quickly understand and manipulate complex algebraic equations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

· Advanced knowledge of Microsoft Excel and/or other spreadsheet applications.  Advanced formulas.

· One year experience implementing Federal Grant Guidance, specifically the Uniform Guidance (2CFR200)

· Three years experience managing federal and/or state grants

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
