Main Purpose of Job

Provide managerial oversight as needed for the operations, maintenance, and systems configuration of a complex statewide telecommunications network for the Department of the Maryland State Police. Provide institutional knowledge as needed to accomplish the appropriate planning, design, specification and acquisition of sophisticated leading edge telecommunications technologies.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Selective Qualification: Two of the five years of experience in administrative staff or professional work must have been in telecommunications contract management or procurement involving such duties as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental laws, regulations and conditions.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1) Experience managing the operations, maintenance and systems configurations of a complex telecommunications network

2) Experience in the planning, design, specification and acquisition of telecommunication technologies that incorporate wide-area data networks or communication centers.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates will be subject to a complete criminal background investigation to include a polygraph examination before appointment can be made. A criminal conviction may be grounds for rejection of the candidate by the hiring agency.

SELECTION PROCESS

The selection process for this recruitment will involve a rating of the training and experience provided on the application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by the hiring manager to select the individual to fill this vacancy. The list will be valid for one year.
